Someday, when we've gotten past all this unpleasantness and become humans worthy of the name, can plan healthful individual and political enterprise without the quick-fix of damaging others ...

... at that point in the far future as a species we'll be able to handle various bio/nuclear/nano hazards intelligently.

Until then defense is the best defense, the toothpaste is out of the tube, and we better pay real close attention as a species to the mess. A good reference is Bill Joy's "The Future Does't Need Us", a brilliant discussion of future threats to contend with from ever-smaller groups, even a couple high-school kids cooking up futuristic super-anthrax or simple radiologic bomb to wipe out a city.

It's an emergency. Any idiot in office who doesn't pull out all the stops to remove all radiologic hazards worldwide needs to be removed from their post and put in true public servants with some common sense.
