People will tend to believe that they are kept there because they are prewired terrorist just waiting for a chance to strike. Which is why the administration has fought so vigorously to limit access to these prisoners - it keeps the reality and the individual stories off the nightly news. Ironically their best hope is also as a political tool. It has the potential of being an issue in the coming presidential campaign.
