I would buy them out. Like I said, NK's top priority is its safety. Its second priority is feeding its people. I would give them both. I'd guarantee their safety and I'd invest there to help them rebuild. After a 5-10 year period, I'd threaten to remove the factories and the infrastructure that I have built if they did not behave. There is nothing more dangerous than people who have nothing to lose. So I'd give them something to care about enough that they will not want to lose.
