I would guess that if the economy seems moderately better, and the Bush administration is seen to be doing something, that Bush would have a very good election chances unless someone on the right (John McCain ?) runs.

The Bush team will have some sort of stimulus proposal or additional tax cut or subsidy every month once we are in 2004.

Most Democrats are still viewed as being weak on national security issues, and those issues aren't going away.
The other question is can the Democrats unite behind a centerist candidate, like Kerry or Edwards.

If the economy gets even a little worse it becomes much tougher for Bush.
