If Reagan had had Gingrich (whatever you think of him:) running things in Congress, Reagan's 'smaller government' vision would have happened, and the Grace Commission's study of wasteful spending would have not been retired to some dusty shelf... never to see light of day again.

What President Bush's economists are warning him of, is the same thing that hurt us as a result of the inability to cut overall spending during the Reagan years:

The beneficial effects of lower tax rates began to be overwhelmed by the harmful effects of ever-rising deficits and federal borrowing to finance those unbalanced-budgets.

Failing to cut wasteful and unproductive spending to keep the budget in at least rough long-term trim, while taxes are cut, sabotages the benefits of lower tax rates.
