Last I checked there were almost no taxes in the middle east. You could say people there get what they pay for.

And then there's the military reforms. Just imagine the look of utter puzzlement on the the Iraqi drill instructor's face when he finds out that the "obstacle course" is being renamed to the "confidence course".
