No difference unless the people are electing the clergy which rule them, as well as having a political say in the laws that the clergy implements for governing the society. And under an Islamic system such as Sharia, that's not likely.

And what about those people who don't share that particular political faith?? For them it's DEFINITELY a totalitarian government since they will be prevented from playing ANY role in the government.

It might be a "benevolent dictatorship", but that all depends on who you're asking.. those of the same faith, or those who are the unrepresented minority religion (and secularists).
