JD Powers survey is based on owners feelings of initial quality. Consumer reports is based on feedback from owners regarding specific vehicle reliability. Initial quality tends to correlate with reliability, but not necessarily. Also, Toyota is a brand, while CU rates individual models within brands, such as Camry. CU's rankings of current models are not based on history, but an extrapolation of recent history for that particular model.
