As I recall -- Bush and Greenspan had it wrong, I guess to then.

...because I remember Mr. Bush telling us on a daily basis that he was going to return this sizable surplus to the people. Do you not remember the: "its your money I'm going to give it back" mantra. If I had a buck for every time he referenced the needless federal surplus -- I might be able to balance the budget myself.

In fact -- did not half the members of the GOP ask AG if it was in his judgement to "give back these dollars", "return this surplus to the people"? I suggest you get your hands on the (very available/free) transcripts from these Humphrey-Hawkins meetings (held every six months) in front of a bi-partisan congressional committee. Refer to federal archives website -- it'll all be there in black and white for you to decipher.
