So what you are saying is no different than Clinton's false
claim about running a surplus.

Let's see....... I spent more than I took in, so I
increased the amount I borrowed to pay all of my bills for
this year's budget. However, if you don't count these
legitimate expenses that come directly from my budget,
my "Pro Forma" budget is actually a surplus.

Ta Da! A surplus out of thin air!
