I have to disagree... Refineries are built at or near ports where the crude carriers can off load to the refiners..from there refined product is distributed via pipe line or tanker trucks to wholesellers for distribution to dealers.
I am not aware of any tanker ships that haul refined product to any extent (just crude and nat gas carriers).
Bottom line is its really cheaper to refine near area of point of use.

On a side note i once considered a partnership in a nikie class tug to barge diesel from Venezuela to some of the Caribbean islands.
