I think the opposite of Prudent Bear is Raging Bull, and somebody already took that name. Maybe he'll just dissolve the fund and mail checks to shareholders when the bear is over, assuming that the Post Office is still in biz in 2012.

Does it really matter if bonds are sold to fund yearly pension contribution or just to shore up state's general fund?
