Hi Ray, here's some facts about government workers .... 1. They love to gossip about office politics. 2. They like to complain and moan. 3. They like to leak stuff to the press. If this were a conspiracy, especially one that was predicated on "not following standard procedure" it would have involved way too many people for the truth not to have been leaked.
