You are interpreting Mr Rumsfelds general comments made for the Press
He did not say any more Al Qaeda members captured were not going there. Syrians, Egyptians, etc
Consider why the terrorists were put in Guantanamo
They were bunched so they could be played off against each other, a few interpretors doing the job, not far from the US but a long way from home and people who could try to rescue them, where facilities were available.
Iraqis are a different story, we were not there in Iraq to capture prisoners, whose care would have delayed our forces. We want to query those we have about the situation in Iraq, where the pearls and bodies are hidden, who their bosses were, who gave them orders about killing prisoners, who the bad guys were.
Some to become witnesses at war crimes trials.
No need to ship them all the way to Cuba.
