<perfect documentation of every item>

And what's more scary than anything else, is all the lost, undocumented WMD and materials from the former Soviet Union. And the many hungry unemployed people with lots of experience in making WMD. The U.S. has spent money (well spent, IMO), to buy up a lot of it, and employ the scientists. But "a lot" and "most" isn't "all". If Bin Laden or Hamas get there hands on a nuke, by far the most likely source is something Soviet that was supposedly dismantled, but slipped through the system.
