You're right that the Presidential oath doesn't expressly state that Presidents have the duty to protect the American people, just that he has the duty to faithfully execute his office, which includes his obligations as Commander in Chief of the Army and the Navy (and the Air Force and Marines, even though that's not in the Constitution). And by extension, the duty of the Army and Navy and Air Force and Marines is to protect the American people.

So maybe you need to brush up on your understanding of the Constitution? Some things are express, some things are implied.

Like, when you get married, you may not expressly promise not to commit adultery but it's implied in the "forsaking all others" bit. And you don't expressly state that you will take turns changing the babies but it's implied, as well. ;^)
