Lying to provide a pretext for war seems more serious to me. Clinton tried to weasel his way around the issue by narrowly defining what sex "is" (a blow job is not sex). Bush led the American people to believe that Iraq was behind 9/11 and that it was brimming with WMDs that would soon be used against America in more 9/11 style attacks. The "evidence" to support this case repeatedly turned out to be false and falsified. But Bush got his war.
