Prepare for what? There is no evidence of a lack of preparation so far as buying and stocking guns and bullets. What was lacking was a desire to be in another war.

I don't think the Iraqi's thought the U.S. would attack. Unprovoked agression is, after all, against everything that we thought this country stood for. It's really unbelieveable to us and to the Iraqis and the rest of the U.N. that America would actually toss it's principals, and that it would get away with it domesticly. This believe would not have gone away by a few months of inspections, but believe me, the scales have fallen from many eyes since then.
