If the USA respects its obligations under international law the case may be further complicated. Under this obligation, an occupying power is prohibited from altering the political structure and the rights of the defeated country and is limited in its ability to dispose of such national assets as oil. If this is the case, the sourcing of war compensation, occupation and reconstruction costs remains problematic, since the 1991 solution of Gulf state funding will not be politically acceptable, and getting countries opposed to the war to effectively contribute to the occupier's expenses will be difficult.
