IMO, we did not apply enough force
to deal with
Al-Qaeda, partly because we were afraid of our own troop losses on the
ground, or of offending Pakistan and Saudi Arabia, our two authoritarian
buddies now.


In part, it was the personality of the President at the time. He was a conciliator, a negotiator, he really didn't like or trust the military,and vice-versa.

We have no way of knowing what the world would be like if we hadn't intervened in those places, but I can't imagine it would be any worse off than it is now.
