What is blue touchpaper?

In the UK, it's the old fashioned fuse for a firework, typically a rocket.

The instructions usually were...

"Light blue touchpaper and immediately retire to a safe distance"

ps: "blue touchpaper" was notoriously unreliable. It was just blue paper with some gunpowder twisted in. It would often "go out" then relight it'self, often when the spectator wandered over to see what was wrong. These days UK fireworks have a more modern and reliable fuses.
