The intentional targeting of innocent civilians as a means toward a political, economic or military end.

I only know a little about Begin's history. I vaguely recall that he was a member of the Irgun or Stern gang or one of the violent Zionist groups that wanted the British out of Palestine after WWII.

And yes, if Begin's group was intentionally targeting civilians then I would regard him as a terrorist.
