Saddam stated to his scientists he wanted to wipe Israel off the map. So he was a threat to our ally. As Powell stated, if we didn't act now, more would be killed later. As far as a threat to the US, the strategy that Bin Laden stated was he felt he make the US fall like the USSR. His theory was if he could draw us in to a war in the region and then there would revolutions in Egypt, Jordan, Saudi Arabia, Kuwait, UAE, etc and also Israel would be attacked by wmd. Where would Bin Laden get wmd? It would have been in Saddam's interest to help Bin Laden. And the evidence is pointing to the ties between the two more and more.
