I don't know. I'm sure the health system there has its problems, but I bet you would be hard pressed to find an average middle income earning Canadian willing to go with the US medical system, given a choice. I met a Canadian last year, in his seventies, who had a quadruple bypass performed three weeks after a diagnosis that he needed surgery. He told me the wait would have been longer, but his situation was deemed "immently life threatening." And it didn't cost him a dime, can you believe it.
