Only evidence - hard, credible, well documented and preferably multiple elements of mutually corroborating evidence - can ultimately prove which of a number of competing theories are correct or,. in more cases, likely to be correct.

Absolutely correct. Occam's Razor is a guiding principle of logic, not a law. It cannot determine by itself what conclusion is correct.
