There is no way that Iran can discourage Iraqi Islamists from returning to Iraq. This is neither politically nor physically feasible.

As to what is in the Cleric's best interest, a neutral and not anti-Iran is in their best interest. If Iraq becomes too much of an Islamist, they lose a chunk of their power base which they cannot afford. If Iraq is split apart and becomes another Afghanistan, again the regional instability will not be in their interest. There is a very fine line they like to walk.

You are assuming they do anything to hurt US. But they are after their own gains and not after a loss to US. Sometimes these two objectives are the same. Other times it is not the case.
