Look. North Korea is on the ropes. To preserve his regime all Kim Jung Il has is a military he can't afford, arrayed against a military he can't defeat; and if he starts a conflict he loses his regime and his life.

Kim Jung Il is looking for some validation of his military policy. He AIN'T gonna get it. His military is practically useless as long as we keep playing hardball.

All he can do is cooperate or starve his people in the dark. He's an outlaw. Checkmate.
