Lizzie, the US isn't "marketing" anyone.

There are some 250 delegates (so far) meeting to formulate plans for an interim government and the next steps after that. The US is an observer and facilitator.

If Chalabi and the INC want any role in the interim government, they will have to persuade lots of others there that they have something to bring to the table. From the sound of things so far, too, he has quite a hill to climb simply because he has lived outside of Iraq for so long - many there don't think he can possibly understand their wants and desires, much less lead them. It's up to him to convince them otherwise and the US has done nothing but invite him (along with MANY others, including many that are adamantly opposed to our continued presence - which is a minority) to participate in the meetings. He does, BTW, represent a large number of Iraqi exiles in addition to having many contacts still inside the country.
