I believe he is referring to the comments by our Ambassador to Iraq April Gillespie in which she told Saddam that we don't take sides in arab arab disputes. We didn't exactly give Saddam the "green light" to invade Kuwait. But, we made it appear as though we wouldn't interfere if that's what he ended up doing. I saw something to that effect on TV recently. That part of Saddam's miscalculation when he invaded Kuwait was that he believed that the U.S. would take no action if he did so, based upon his conversation with U.S. Ambassador April Gillespie.
