Forestry is one of those capitalistic acticities where, if done efficiently, investments are
done for really long times, for 2-3 (human) generation. From planting, "decimating"
(do not know the english word), etc, repeatedly, etc, a lot of planning, etc, to harvest
some 60-80 years later.

In general some new investments every 5-10-15th year with the payment after those
60-80 years. That is, to have a fairly steady, yearly income as well as budget, there
is not much time to just "watch the timber grow".

Btw, much of the world is busy implementing or at least preparing for resolving what is
defined as "historic rights" and "property rights" . Both former colonies as well as
other nations, where "property rights" have become very complex through centuries,
in general solve these dilemmas by using many mechanisms.

From direct landreforms in terms of the present situation to targeted investments
in infrastructure, healthcare, education,etc..

Casinos and gambling seem to be one attempt in USA due to the lack of other
politically and culturally acceptable mechanisms.
