The burgeoning population of Iraq is a nuisance for those who have no questions about "how our oil ended up under their sand". The policy is extermination, and it is an extension of the U.S. policy w/r/t native populations on valuable terrain on the No. American continent, where we extirpated 90% of the native populations over a couple hundred years. We are doing the same in Iraq. Here's a bit of background on this:

To this litany, you should add the "resource wars" that are being fought with the South-eastern Anatolia Project, whereby Turkey is about to de-water the Tigris River by 40% for three years as it fills the Ilisu Dam and continues to divert water from Iraq. The big plan is to de-populate Iraq, and make the oil much more accessible to the U.S. oil corporations, exploiting this resource without pesky local interference.
