Net new issuance of Treasury notes should hit $75 billion in the three months to June, a rise of 175 percent from the second quarter of 2002, the trade group said in its first Quarterly Government Securities Issuance and Rates Forecast.

The Congressional Budget Office most recently projected a "baseline" deficit for fiscal 2003 of $246 billion. However, that projection does not include anticipated changes in tax and spending policy, including costs associated with the conflict in Iraq.
