There's an interesting piece in this month's Harper's. It starts off by looking at the pocket cards issued to the 82nd Airborne division which summarize their standing rules of engagement ... notes how the soldiers are taught to "measure" their force as required by international law ... goes on to make the case that recent politicians, including Clinton, have ordered violations of this principle, more concerned with popularity at home (just say no to body bags!) than with 'humane treatment of the enemy', both civilian and combatant ... winds up by noting that perhaps the US government does have a good reason for opposing an International Criminal Court. <g/ng>

My only question is how the Belgians managed to plant this in an American magazine.
