Because they have most of the key figure in custody and they can't make a deal with them. Further they have already investigated the most likely sites. One is never certain but the odds are approaching certainty every day, especially with people from the admin equivocating on the issue in public. When the war started I thought Iraq probably had a few weapons but was not a threat to us. Now it is obvious that we were lied to .
