Darleen, I think you misunderstood the comment. Before the war the economy was heading into a slump and the dollar was dropping. The quote was,
<That's why I believe the US military adventures have arisen basically out of concern for the economy.>
Or to draw attention away from it.

meaning that the military action drew attention away from a sagging economy and boosted the Dow and the dollar. Now that the war is over the dollar has dropped (now at 97.48) and the down trend will continue from where it left off.
As you say, it was very temporary fix.
