She contrasted the U.S. approach with the strategy adopted by British soldiers policing Basra, who removed their helmets and sunglasses and made efforts to engage local people. She said the situation in Basra was improving -- unlike other areas further north in Iraq where U.S. forces are in control.

"In the American areas, the situation appears to be getting worse and the only side that is going to be able to act to de-escalate the situation is the American military," she said.
