I've noticed that. They really twist their questions in an attempt to make their agenda fit the goal of the meeting. The side benefit is that the questions can be very amusing at times.

It may be an escape strategy though, since the politicians that actually engage Greenspan in dialogue end up sounding amazingly stupid.
