Frankly, you are mistaken. Your memory is either wrong, or you are attempting to rewriting history, making up the dates to suit your political point of view. If you want to perfectly accurate, Governor Gray Davis asked the FERC for help, in July of 2000. He complained about high electricity prices, asked the FERC for help, and cc'd a copy to President Clinton. It was in August of 2000, that Governor Davis asked President DIRECTLY for help.
