Iraq had for twelve years intentionally failed to fulfill its obligation to disarm and allow its disarmament to be verified. 911 made it vitally important that we confirmed the disarmament. Iraq, unlike North Korea, was SPECIFICALLY UNDER A U.N. DISARMAMENT OBLIGATION and we could by no means allow that obligation to be flaunted. The mere fact of its being flaunted made Iraq a threat. That alone gave the world community the moral obligation to attack Iraq in order to enforce its own resolutions. Merely because the UN failed to keep its word was no reason for America to fail to keep hers. America did what she had to do to protect herself, and the rest of the world now benefits of her courage.

WMDs were no requirement for the invasion of Iraq. The mere fact that Iraq flaunted the world was requirement enough, making the Iraqi regime suspect. Nevertheless, Iraq has had 12 years to prepare for the hiding on its weapons. As Fleischer said, it is unreasonable to think we could find his WMDs after our being only a few weeks in that country.
