Preventing acts of terrorism is not the same as pursuing criminals. It is more akin to irregular warfare. It is therefore stupid to expect the security agencies to prevent new outrages hamstrung by the protocols of crime solving. And if you think that making the pursuit of terrorists will have an adverse effect on general liberty, consider how free you will be if you are in fear of going to public areas, or drinking from the city water line. SARS by itself caused Toronto to look like a ghost town. People were afraid to go out if they had a choice, and the hotels and restaurants had hardly any customers.
