A government with oil never runs out of money for high priority projects, no matter how f-ked up their economy is. That is the blessing and curse of oil.

Especially when the hardline government administrators have the power to divert it from the needs of their people.

It was pretty easy for Saddam to do, so why should anyone believe that the Iranian leaders would find it difficult to do so??

That's the true essence of tyranny, after all.. to claim the resources of the country to be "state owned" when in reality, they are owned by the people currently holding power.
