You make some decent points.

However, there is a new environment in the world. Before 9/11, it was assumed that one could attack US and the response would be a lot of hot air or a $2 million dollar missle fired at a tent.

The terrorists were controlling the "game" with very little to lose. Nations were hosting or helping either for financial interest or nationalistic survival.

Now that we have shown that we will respond decisively, diplomacy seems to be working. You've seen Syria practically begging to join the club. Iran has responded favorably. Even North Korea is toning down the blackmail threats a bit.

We no longer are perceived as a lot of bluff. That doesn't mean that we will have to attack or invade all tyrannies.

As for the other countries you mention, they are on the list and will be dealt with over time. If some tyrant in Africa gets a call from Don Rumsfeld, I suggest the response will be much different than it would have been 5 years ago.
