How do you do that when a good part of the main leadership is extremist, for instance in the case of Arafat/his cronies and the Palestinians. Money for infrastructure (to improve the PA peoples lives) appears for the most part to get misappropriated or squandered by the people Arafat has chosen (cronies) to administer those funds. As well, if the leadership continues to use the language of extremism (PA leadership), how do you fight that and its consequences, ie terrorism.
