One or both parties decide that negotiations have been so unproductive that there is no reason to continue. This is not the case at Taba, as public announcements by both sides make clear.

Taba provided for contiguous regions. The degree of autonomy and sovereignty granted is a function of trust. Autonomy is more important because it is more tangible. Control of air space is a sovereignty issue, but the Pals don't have an air force and are not trusted enought to get one.

RE: "Suicide"

I believe the the PA, formely PLO, are still firmly committed to the destruction of Israel. They will accept less now because they are weak and that is the best they can do, but they will use whatever they get to join with fellow Arabs and fellow Muslims to achieve their goal. Israel is small enough and its population is concentrated enough that an unconventional attack from a Pal state that is next to most of Israel's population can lead to a military defeat and the destruction of the state.
