a commonality of opinions when it comes to the existence of terror potential under the regime of Saddam.

Could you please quantify that commonality of opinions on that potential??

The world realizes that Saddam was a tyrant killing a million Muslims, torturing, raping and killing his own people, gassing the Kurds and Iranians, jeopardizing the safety of his neighbors, subsidizing terrorists, etc.

The fact that the UN would have kept the status quo was a financial decision, largely by France and Russia, assuring their investment and knowing that the "no fly zone" enforcement by US was preventing Saddam from major league actions.

You're welcome.
