Rumsfeld was on the board of ABB and they were cutting a deal with NK on two LIGHT WATER reactors. This was part of the deal Jimmy Carter cut with NK. The two light water reactors, the ones that don't make weapons grade plutonium, were to be in exchange for NK to shut down it's HEAVY WATER reactor that does make weapons grade plutonium.
