Yes, USA was attacked and finally agreed to what had been proposed
for such a long time, like accounting for international flows of cash, agree to
some basic tracking of where so much of USA own cash is flowing, basic
international cooperation in terms of terrorsim,etc,etc.

And then USA showed its inability to handle such a situation after the attack,
not just by sending out some lousy lists of names, accounts and telephone
numbers, wiretaps, but also by internationally and publicly providing manipulative
and forged documents.

Not to forget the abilty to make war, but inability to make, produce and keep peace.

Unluckily the present plans on investing more in "special forces" as well as
some kind of "peace corps" does not seem potentially successful
due to years of mixing "aid" with "CIA". (to the degree that european aid-organisations
try to live apart from such from USA, official complaints made already some 10 years ago)

Does not look good, until some serious regime change is done in USA, although "the
nature" of 2-party systems is to ping-pong back and forth between the same regimes,
that is, something similar can anyway be expected fairly soon.
