The Putin comments were the result of a lot of still unfinished negotiations.
(from reading "between the lines" and of other similar comments)

Unluckily negotations seem to have to continue for quite a long time, although
USA just proclaimed the withdrawal of some troops from Saudi.

As well as the recently displayed inability of the USA military forces to make and
keep peace in a hostile surrounding.
