I agree with you when you say, "people do not know their own neighbors never mind who lives across the ocean". So I don't think there was any major anti-UK sentiment before Bush. Nor was there any major pro-UK. Most people, I think, are ambivalent about this.

As to "sucking up", I knew that was not my most articulate description, but what the heck. It was a shorter way of saying, they are more willing to give up their position than we are and we can do more for them than they can for us.
