Two points:

1) NAFTA tariff decreases are still phasing-in.

2) There is a policy established by NAFTA treaty to settle disputes... that has been invoked here, and is slowly proceeding.

Canada claims our tariffs are a breach of treaty - so illegal.

We claim they are not... and that Canada sells lumber cheaper because it sold or leased land to the timber companies at 'below market rates' (not that they just happen to have more, and higher grade of, trees. :)
